John P. Counter, Executive Director
John Counter is a native of Holyoke where he currently resides with his wife, Kim. After graduating from High School, John enlisted and served three years in the U. S. Army, which enabled him to secure resources to attend college. He went on to obtain a Bachelor of Science in Accounting from the Isenberg School of Management at the University of Massachusetts. John spent the next twenty-two years with the Holyoke Housing Authority, leaving in 2008 as the Assistant Executive Director. The majority of his career at Holyoke Housing Authority was spent planning, implementing, and overseeing the Authority’s HOPE VI Project, a $15 million grant that was leveraged to approximately $50 million. This project involved the demolition of roughly 250 units of Public Housing and created 110 units of LIHTC multi-family and 60 Homeownership units. John was active on several Boards and Commissions in Holyoke, of which the most endearing was the Holyoke Boys and Girls Club. John served as the President of the Holyoke Boys and Girls Club, stepping in after the sudden death of long term Director Bruce Thompson. In 2010, John became the Executive Director of the Greenfield Housing Authority. Not only does he serve as the Executive Director of the Greenfield Housing Authority, he also serves as the Executive Director of the Greenfield Housing Associates, Inc., a local non-profit affordable housing provider. John is a member of the Franklin County Chamber of Commerce, a member of the Greenfield/ Franklin County Housing Task Force, a member of the Franklin County Sheriff’s Executive Council, and a supporter of several local non-profits.

Daniel W. Finn, Assistant Executive Director of Management
Dan Finn was born and raised in Greenfield and graduated from Greenfield High School in 1972. He attended college at Colorado Mountain College and Greenfield Community College.
Dan joined Greenfield Housing Authority in 2004 as Director of Leased Housing after 5 years as an Assistant Property Manager with Maloney Properties of Wellesley, MA. Prior to that, Dan has many years of experience as a local Real Estate Appraiser and a Property and Casualty Insurance Agent.
Dan has been active in many of the local area’s civic organization including the Salvation Army as well as past president of the Rotary Club of Franklin County and the Independent Insurance Agents of Franklin County.
