Board of Commissioners

The Greenfield Housing Authority is governed by a five-member Board of Commissioners. The Mayor of Greenfield appoints four of the board members, and the Governor appoints one, subject to confirmation by the Greenfield City Council. The Commissioners are responsible for approving the agency's annual budget and for setting policy. Greenfield Housing Authority's Executive Director serves the Board. Regular Board meetings are usually held monthly at 1:15 pm on the 4th Friday of the month at 1 Elm Terrace.

Trish LeonardTrish Leonard, Treasurer, Personnel Committee – Term 2027

Trish is the Senior Vice President of Operations for Housing Management Resources. In the role of SVP, she is responsible for overseeing the daily operations of property management and the overall sustainable growth of Housing Management Resources. Ms. Leonard joined HMR in January 2009, bringing 30 years of property management experience in multifamily housing.

Trish was the Regional Director of Property Management and Broker of Record for The Community Builders, a large non-profit affordable housing developer, for 16 years. As a result-oriented professional, Trish has implemented systems to track and respond quickly and consistently to property needs across a diverse geographic area. She is a member of IREM and NEAHMA, holds a C15P Tax Credit Specialist status from Spectrum, and Nan McKay PHM Public Housing specialist certification.

Robert HawkinsRobert Hawkins, Chairman, Personnel Committee, Gov. Appointee – Term 2019

Robert "Butch" Hawkins was appointed to the board, by Governor Baker in 2016. Butch was born and raised in Greenfield. He and his wife Nancy still live in the home on Congress Street where their children grew up. After graduating from Greenfield High School and Greenfield Community College, Butch served in the National Guard and afterward as a police officer for Greenfield; Franklin County; and eventually the University of Massachusetts Amherst Police Department, retiring after thirty-five years in 2005. Currently, serves with Franklin County Sheriff's Department in the Civil Process Division.

Butch has always been active in town affairs. In the 1980s, he served on the School Committee and was a Town Meeting Member, and he currently serves on the Public Safety Commission. He and Nancy also operated Merrigan Property Management for more than a decade, during which time he gained valuable experience with myriad public housing issues.

He is an avid boater; skier; and golfer, and enjoys spending time with his six children and ten grandkids, most of who also live in the Greenfield area, but also Boston and Hawaii.

William MasonWilliam Mason, Vice-Chairman – Term 2024

William (Bill) Mason was elected to the board, of the Greenfield Housing Authority, in January of 2012. Bill is a lifelong resident of Greenfield and a graduate of Greenfield High School, Greenfield Community College, and the University of Massachusetts. He received his MBA from Western New England University.

Bill has over twenty years of experience in the Building Materials Industry. During his career, Bill has worked with several non-profits and organizations to enhance the overall living conditions of homes. In 2007, Bill worked on a Habitat for Humanity project in New Orleans called Musician’s Village. Musician’s Village was a project to rebuild housing in the ninth ward after the area was struck by hurricane Katrina. In 2011, Bill worked on a North American Decking and Railing project called Deck for a Soldier in Dracut, MA. The recipient of the free material and labor was Maj. Dave Brouillette who has earned two Bronze stars, a Purple Heart and many other medals and awards.

Bill is currently employed as a District Sales Manager for the Trex Company covering the New England marketplace. Bill spends his free time with his family and likes to visit historical places throughout New England.

Randi parksRandi Parks, Tenant Rep – Term 2026

Randi was born and raised in Pittsfield, Massachusetts. She attended Westfield State and served in the United States Navy at the Charleston, South Carolina and Key West, Florida Naval Stations. She went on to reside in Pearl Harbor, Hawaii in the Navy Reserves. After she left the Navy she stayed in Pearl Harbor as the Director of the Rainbow Hale Child Development Center. Randi moved to Greenfield in the early 1990’s and has been a resident of the Elm Terrace Community since 2011. Randi has served as Vice President and President of the Elm Terrace Tenants Association. She was appointed to the Greenfield Housing Authority Board in the spring of 2017.

Randi enjoys spending time with her daughter and her baby granddaughter, who reside in Bernardston. She has a green thumb and can often be seen beautifying the flower beds at Elm Terrace with her trusty companion, Nelly, her Yorkshire Terrier.

John MackinJohn Mackin, Member – Term 2023

John Mackin was appointed to the board of the Greenfield Housing Authority in June by Mayor Roxann Wedegartner. John has lived in Greenfield for forty five years. He served as a Town Meeting Member and as a Selectman for eight years.

John worked for the Greenfield Housing Authority for twenty two years as Director of Maintenance and Facilities until his retirement in 2013. For ten of those years, John was Section 8 Inspector. John also served for fifteen years on the Board of Directors for MAHAMS, a state organization for maintenance directors.

John is married to Barbara, has three children and seven grandchildren. He enjoys spending time with his family. golfing, kayaking, and trail riding on his ATV.
